Unless you are going to a place high in altitude in the Japanese Alpes or way up north in Hokkaido, it's unlikely that you will encounter snow in Japan in December. The temperature in Tokyo, for instance, is about 12 C during the day and it very rarely freezes during the night. Hokkaido is a different story because it belongs to a different climate zone with long winter and cool summers. Sapporo, in the southern part of Hokkaido, has a daily high of just about 2 C.

As a reference, here is the average high temperature in November for some major cities in Japan from north to south.

Sapporo, Hokkaido: 2.1 C (35.8 F)
Sendai, northern Honshu: 8.4 C (47.1 F)
Tokyo, central Honshu: 11.9 C (53.4 F)
Osaka, southern Honshu: 12.3 C (54.1 F)
Fukuoka, Kyushu: 12.6 C (54.7 F)
Naha, Okinawa: 21.2 C (70.2 F)

A nice thing about visiting Japan in December is that for the most regions, it is the dryest month of the year. There are only about 5 precipitation days in December in Tokyo. The exception to this weather trend is the west part of the county where there is more rain or snow during the winter months. This is why regions such as Nagano are great spots for skying.
