The weather in Japan in February is generally cool and dry in most major population centers. In Tokyo, the daily high is around 10 C, and the nighttime low is a little over the freezing point. Sunny days abound. Snowfall is not particularly rare but even if there is snowfall, the snow tends to melt during the next day.

In the northern part of the country, and in particular the main island of Hokkaido, February is much more harsh with temperatures generally below the freezing point.

The western part of the country is much wetter than the eastern part of the country because of the moisture that comes from the sea of Japan that moves eastwards and precipitates when it hits the mountain range in the center of the country.

Going up in altitude, of course, you will see snow - and plenty of it! Japan has some world-class ski resorts thanks to that.

The southern island of Kyushu is not significantly warmer than Tokyo which is located much more to the north.

Okinawa, the southernmost archipelago prefecture located near Taiwan has a much warmer climate than the rest of the country. Over there, the daytime high is around 20 C in February.

As a reference, here are the average high temperatures in January for some major cities in Japan from north to south.

Sapporo, Hokkaido: 0.1 C (30.9 F)
Sendai, northern Honshu: 5.9 C (42.6 F)
Tokyo, central Honshu: 10.4 C (50.7 F)
Osaka, southern Honshu: 10.2 C (50.4 F)
Fukuoka, Kyushu: 11.1 C (52.0 F)
Naha, Okinawa: 19.8 C (67.6 F)
