Hakodate Asaichi Ekini Ichiba Katsu Ika Tsuri Hiroba
This shop is in the morning market, where you can get lots of fresh seafood. Catch your own squid from the basin at Katsuika Hiroba and it will be made into sashimi right before your eyes. Squid ("ika" in Japanese) has the best texture and tastes a little sweet when it is this fresh. You've probably had it before at sushi restaurants but you will definitely taste the difference. Prices vary with the season but the ika plate is usually less than ¥1,000.
Lucky Pierrot is a really good burger chain restaurant in Hokkaido, and the original location is in Hakodate. It's very unique in that it is not just a restaurant, but an amusement park at the same time. The restaurant uses only fresh ingredients from local farms in the region to ensure the quality of the food. This fast food chain is deeply loved by the locals and no other fast food chains could beat it in that region.
This is a must-go restaurant for some awesome seafood rice bowls (kaisendon), which are basically bowls of rice topped with different types of sashimi. The thing to get is the uni bowl, which is a bowl of rice topped with a generous amount of fine quality uni (sea urchin). They serve various other uni dishes as well. Uni is a delicacy so expect to pay around ¥4,000 to ¥5,000. The restaurant serves really good sake too.
This sushi restaurant is perhaps the most well-known in all of Hakodate. The quality is amazing but the price is still reasonable. You can get sushi like you would get at high-end ¥30,000 Tokyo restaurants for about ¥5,000. It's that good!
Jingisukan Meimei Tei
In terms of meat cuisine, the Jingisukan, a mutton-based yakiniku, is extremely popular in Hokkaido. In Hakodate, the place to have it is at Meimei Tei. Not only can you have some deliciously grilled mutton, but you can grill some shrimps too! The place is open for lunch and dinner.
